First radioisotope was produced on October 13th, 2011 during tests at the TAEK Proton Accelerator Facility (PAF) in Sarayköy Nuclear Research and Training Center. The test was started at 09:31 A.M. and lasted for two hours. 18 MeV proton beam was used at 40 µA current during the test. F-18 radioisotope with the activity of 5349 mCi was produced at target in the end of irradiation of enriched H218O (96%). The test was completed successfully.

 The Advisory Council consists of members whose number, qualifications and election is determined by a regulation. The members of the Advisory Council are appointed with the proposal of the Atomic Energy Commission and approval of the Prime Minister. The Council is called at least once a year for meeting by the President of the Turkish Atomic Energy Authority. The President of the Turkish Atomic Energy Authority presides the meeting.

The Advisory Council studies on the subjects submitted by the Atomic Energy Commission and submit its results and proposals back to the Commission.

Turkish or foreign experts may be invited to the Advisory Council for being consulted.

The working system of the Advisory Council is arranged by a regulation.

The main responsibility of this unit is to perform routine chemical analysis and measurements in the frame of authority missions determined by Turkish Atomic Energy Authority law. This unit uses advanced analysis and measurement techniques, develops and applies analysis methods in accordance with international standards for the safety of environment and human health and for requirements from research and development studies conducted in the foundations where nuclear technology is applied.

TAEK having collaboration and cooperation with the various countries and international organizations in the field of peaceful uses of nuclear energy, attempted to build cooperation between the Turkish States winning independences after the disintegration of the USSR, as from 1997.

As a result of the activities supported by the counterpart organizations of Azerbaijan, Kazakhstan, Kirghizistan, Uzbekistan, Tajikistan, and North Cyprus, protocols for cooperation were signed between the Turkish Atomic Energy Authority and these organizations.

Joint conferences, seminaries, and training programs have been organized according to these protocols for cooperation.

According to the Turkish Atomic Energy Authority Law (No 2690 - Article: 8-e), the mission of the Department of Administrative and Financial Affairs is to implement the tasks, given by this law, concerning the services related to personnel, personnel affairs, archiving; construction, equipment, budget and other interested duties.

Joint "Eurasia Nuclear Bulletin" has been published to inform each country about the nuclear activities of other countries according to the Protocol for "Cooperation between TAEK and Counterpart Organizations of Azerbaijan, Kirghizistan, Uzbekistan, Tajikistan, and North Cyprus Concerning Peaceful Uses of Nuclear Energy".

Eurasia Nuclear Bulletin is published annually. The first issue was published in 2002.

Publications and Advisory Board members are representatives from the relevant organizations of Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, and Uzbekistan.

Joint Eurasia Nuclear Bulletin has been published in 2002.

The nuclear parameters, which engage in the nuclear reactions of the neutrons are measured in the laboratory of 3 Am-241/Be neutron irradiation cells of 592 GBq each and the related gamma spectrometer. Within this framework, it is possible to measure the mass distribution of the fission products, which emanate from the fast fission reaction of U-238 and Th-232; the cross sections of fast neutron threshold detectors; the thermal and epithermal neutron cross sections together with the measurements of half life and neutron flux and the determination of the gamma energy intensities of the fission products etc. Moreover, it is also possible to conduct the quantitative analyses of approximately 50 elements between Na and U (both included) according to the nuclear properties of the related elements (like isotopic abundance, neutron cross section, half life, gamma energies and their intensity), within the range of  0.2 g and 4 x 10-6 g by neutron activation analysis (NAA) method.

The goal of fusion unit is to follow the worldwide improvements on the fusion studies and to realize novel researches. Since the energy sources decrease all over the world, fusion is considered as an alternative energy source. Researches are mainly carried out in two labs:   

1. Fusion Laboratory

Taking into account the worldwide improvements on the studies upon the tokamak, an original spheromak system was designed and constructed in early 1990’s. Tokamak can be considered as a basic transformator, the secondary coil of which is made from plasma. It has a confinement effect on the plasma media under certain voltages and pressure. STPC-E (Spherical Tokamak with Plasma Centerpost- Experiment) device at our Lab has been used for fusion researches for a few decades under one of the projects of IAEA.

Many novel studies on MHD, plasma and confinement from this device have been presented in different international scientific congress. Maksimal toroidal field from this device was measured around 1.3 kG and the plasma density was 1014-1016 cm-3. While 30-45 eV electron temperature was obtained in the experiments, plasma current was found about 1.5-1.8 kA.

2. Plasma Physics Laboratory

ODAK-3K plasma focus device is operational for common fusion researches in our Lab. The device is formed by a vacuum chamber in which two electrodes (i.e. one anode and 12 cathode bars surrounding it) are positioned. A high voltage supply is connected to a 15 µF load capacitor and an external resistance. In the PF side, the discharge current flows thorough a spark gap, and completes the circuit on a resistor after the formation of plasma sheaths.

I. Eurasian Conference on Nuclear Science and its Application was held in İzmir between Oct. 23-27, 2000, and sponsored by IAEA, OECD/NEA, and Izmir Aegean University.

Contributing countries were Turkey, Azerbaijan, Kazakhstan, Kirghizistan and Uzbekistan.

Number of participants was around 300 experts and scientists coming from those contributing countries and USA, Bulgaria, North Cyprus, Romania, Tataristan, Russia and international organizations like IAEA, and OECD/NEA.

366 papers and posters were submitted on the sessions with the topics "Nuclear Energy", "Application of Nuclear Techniques", and "Fundamental Nuclear Sciences", during the conference.

The papers submitted in the conference were printed as a CD (ISBN 975-19-2767-6) and a book with 2 volumes (ISBN 975-19-2768-4), and distributed to the participating countries.

The conference was also introduced on TV and press.

II. Eurasian Conference on Nuclear Science and its Application was held in Almati on Sept. 16-19, 2002, and hosted by Kazakhstan Institute of Nuclear Physics. TAEK took effort for the organization of the conference, mainly. Other participants of the conference were Azerbaijan Academy of National Sciences, Kyrgyzstan Academy of National Sciences, and Uzbekistan Institute of Nuclear Physics.

Beside, a NATO working group meeting on the Protection of the Environment against Radioactive Pollution was also held during the conference.

III. Eurasian Conference on Nuclear Science and its Application was held in Tashkent, Uzbekistan, on Oct. 5-8, 2004. It was organized by the host organization Uzbekistan Institute of Nuclear Physics, together with TAEK, Azerbaijan Academy of National Sciences, Kazakhstan Institute of Nuclear Physics, and Kyrgyzstan Academy of National Sciences.

Besides the organizing countries, more than 250 scientists and experts from such countries like Belgium, Georgia, Poland, Ukraine, Russia, and USA, and organizations like NATO, and IAEA also participated the conference. 225 oral presentations were submitted.

IV. Eurasian Conference on Nuclear Science and its Application was held in Baku, Azerbaijan, on Oct 31-Nov. 3, 2006.

  • Sept. 10, 1999, 1. Term Joint Economic Commission Protocol was signed in Ankara by the State Minister,  Deputy Prime Minister D. Bahçeli (Turkey),  and the Energy, Industry, and Commerce Minister M. Abelyazov (Kazakhstan),
  • Sept. 5, 2000, 1. Term Joint Economic Commission Protocol was signed in Dushanbe by the State Minister,  M. Çay (Turkey),  and the Minister of Economy and External Economic Relations, V. Azimov (Tajikistan).

There are two laboratories in the Medical Unit; Molecular Genetics Laboratory  and Internal Dosimetry Laboratory.

In the Molecular Genetics Laboratory (MGL) various studies are carried out for the measuring radiation dependent DNA damage. These studies are being done using cytogenetic and molecular genetic methods. Mainly two methods have been used in our laboratory “Comet assay and  gene expression profiles”

Internal Dosimetry Laboratory (IDL) is established for controlling safety of workers who might be contaminated by radionuclides   in nuclear power plant, nuclear research center etc. This laboratory is used to obtain measurement data on levels of radionuclids in the whole body, in organs or body fluids and their rates of excretion, to be used as a basis for assessing intakes and for calculating committed tissue or organ equivalent doses and committed effective doses.

Application of nuclear techniques in the polymer synthesis and characterization, synthesis of polymers used in nuclear applications, synthesis of radiation-resistive polymers, providing a contribution to the related studies in the country and following the worldwide developments in this field with a defined strategy are among the mission of polymer chemistry unit. By carrying out the laboratory studies related to polymers by considering the country requirements in the direction of specified strategy, we try to provide contribution to other studies execute in the country about this subject, and to pioneer and follow the development around the world.

In the Polymer Chemistry unit, the following projects are executing:

  • The synthesis of boron containing polymer carrier compounds for Boron Neutron Capture Therapy and testing in laboratory conditions.
  • Decreasing the environmental effects of some heavy metal compounds in aqueous medium by adsorption on the polymer based jel and membrane systems.

Cooperation between TAEK and counterpart organizations of Azerbaijan, Kazakhstan, Kirghizistan, Uzbekistan, Tajikistan concerning peaceful uses of nuclear techniques covers the application of nuclear techniques to agriculture, livestock, medicine, industry and environment, radioisotope and radiopharmaceutical production, radiation health and safety, uranium research and production, nuclear fuel cycyle, nuclear energy production, nuclear reactor safety, nuclear legistlation, non-destructive testing techniques, etc.

Such activities like organizing joint conferences and training courses, establishing Radiation Early Warning System developed by TAEK, joint production of devices, consulting services, and  training of experts are carried out according to this cooperation.

This protocol was signed by M. Tomak (Former President of TAEK) and H. Öztoprak (Undersecretary of the Ministry of Health of North Cyprus), on Sept. 5, 2003, with the contribution of N.  Birsen (TAEK's Former Director of the Turkish States Nuclear Cooperation Research & Training Center), and the Director of the States Laboratories of the Ministry of Health of North Cyprus.

Protocols for Cooperation were signed between TAEK and Kazakhstan Academy of National Sciences, Kirghizistan Academy of National Sciences,  Uzbekistan Institute of Nuclear Physics, Tajikistan Academy of Sciences, and the Ministry of Health of North Cyprus Concerning Peaceful Uses of Nuclear Energy.

The topics agreed by the those countries that are both parts of NPT and members of IAEA are as following;

  • Cooperation for the application of nuclear techniques to agriculture, livestock, medicine, industry, environment, radioistope and radiopharmaceutical production, radiation health and safety, uranium research and production, nuclear fuel cycle, nuclear energy production, nuclear reactor safety, nuclear regulations, NDT, etc...
  • Arrangement of joint conferences, congress, seminaries, semposiums, negotiations, and training programs,
  • Establlishing joint laboratories, and providing the scholars with  training, mutually,
  • Establisment of an executive committe in TAEK Headquarters in order to determine and  monitor joint activities, to resolve mutual problems. Executive Committe will gather annually,
  • Taking initiatives of the parties for financial support from the governments and international organizations in order to carry out the joint cooperation projects.

Training Course on Industrial Applications Radiation Technology

In order to obtain radiation safety of the staff working in the area of radiation sources the dose follow up is done for certain periods regularly by using the personnel dosimeters (TL and film) with the frame of  “Personnel Dose Monitoring Programme” by Health Physics Unit. In Internal Dosimetry Laboratory, gamma radiation exposed from the radio isotopes entering the body is measured directly by the whole body counting system. Also, radon in the air, coming from water, soil and building materials are measured in radon monitoring laboratory.

A Joint Working Group Meeting titled "Nuclear Methods and Technologies in Industry, Medicine, and Agriculture" was organized in Almatı - Kazakhstan, together with Kazakhstan Institute of Nuclear Physics I, and Al Farabi University in Jun. 4-7 2001.

A working group meeting on "Environmental Protection against Radioactive Contamination" was carried out by TAEK and Kazakhstan Institute Nuclear Physics with the contribution of NATO in Almatı, on Sept. 16-19, 2002.

Upon the request of the Azerbaijan Academy of Sciences, a training course on "Industrial Applications of Radiation Technology" was carried out in Baku, on Jun. 2-4, 2003. Support was also provided from IAEA through the initiation of TAEK.

The activities carried out according to the DPT (State Planning Organization) sponsered project "Scientific and Technical Cooperation" are also sponsered by TIKA, IAEA, NATO, IKB and various organizations.

Azerbaijani, Kazakh, Kirghiz and Uzbek experts have been doing investigations and studies in TAEK and its affiliates, making introductory seminars about their works, and joining projects.
